ASHBY CULTURAL COUNCIL

The Ashby Cultural Council (ACC) is a seven-member appointed council whose members each serve a three-year term. The Council meets once during the summer months to prepare advertising soliciting grant applications and several times during the fall to review grant applications received. The Council meets at the Lyman Building; meeting dates are posted, and meetings are open to the public. The current Council members and their positions are: Karen Brown, Chairperson, Barbara Landry, Publicity Coordinator, Jim Maloney, Treasurer, Judy Dik, Grant Coordinator, Ginny Bixler, Membership Coordinator; Nancy Lippincott, Secretary, and member Diane VanVoorhis.

Each year, The Council receives money from the Massachusetts Cultural Council for the Arts to be disbursed to approved grant applicants. The amount is determined based on population. This year’s allotment was $3,300.

In October, the Council met at length with Rosalie DeQuattro, Ashby’s Regional Field Representative from the Massachusetts Cultural Council, for training and review of policies and procedures. ACC is applying for designation next year as a "streamlined" council that would empower ACC to approve grant requests at the local level without the need for review at the state level. Currently, ACC recommends approval to the state in mid-December of each year, but must wait to receive final approval from the state in early March.

Fifteen (15) requests for funding were received by the October 15th deadline and twelve (12) requests were approved. Because there was a surplus of $2,600 of unused grant money from prior years, the available budget was $5,900. This put the Council in an enviable position of being able to fully fund every request if approved.

The Council reviewed each application and chose not to fund only three; two of these were denied because there was no apparent link to the Ashby community or Ashby residents; the third was denied because what linkage existed did not merit the funding requested. All of the remaining requests were approved at the requested level and some were approved at a level higher than requested.

The Council received requests totaling $5,372.50. $5,597.50 in grants was approved setting aside the remaining monies for administrative expenses (advertising for the 2001 cycle and postage costs). New releases were submitted to the local media to announce this year’s grant recipients and all grant applicants were notified of the Council’s decisions. A list of grant applicants and grant amounts is attached.
