RESULT OF SPECIAL TOWN MEETING
DECEMBER 4, 1999
Due to a Constable not being available, the warrant was returned by the Town Clerk at 9:00 a.m.
The Moderator announced a quorum was present and called the meeting to order at 10:30 a.m. The rules of the meeting were read. A motion was made and seconded to waive the reading of the warrant, and so voted.
Article 1. The motion was made and seconded to accept the proposal of the Regional District School Committee passed on the 3rd day of March, 1999, to amend the Agreement establishing the Montachusett Regional Vocational Technical School District, as amended, to add the town of Holden and make certain related technical changes.
4th AMENDMENT 1999
Expansion
This Amendment amends the agreement among the Cities of Fitchburg and Gardner and the Towns of Ashburnham, Ashby, Athol, Barre, Harvard, Hubbardston, Lunenburg, Petersham, Phillipston, Princeton, Royalston, Sterling, Templeton, Westminster and Winchendon with respect to the establishment of the Montachusett Regional Vocational Technical School District pursuant to Chapter 568 of the Acts of 1964, as amended (the "Agreement") as follows:
B. The last sentence of Section 1(c) shall be amended to read the following: "Within ten days after admission to the District, the Moderator of the Town of Holden shall appoint one member to serve on the regional district school committee until their successor is appointed in accordance with Section 1(c)."
C. Section IV (D) - "Apportionment of Capital Costs" shall be amended by adding the following sentence: "An assessment shall be paid by the Town of Holden, upon its acceptance of this Agreement, in the amount of $733,680.00. This assessment shall be due and payable in equal quarter-annual installments over ten years to be paid at the time and in the manner set forth in Section IV(G) - "Fiscal Year and Time of Payment of Apportioned Costs.",

Article 2. The motion was made and seconded to transfer the sum of $18,664 from additional FY99 Lottery Receipts to Regional Vocational Technical School, #01-5-300-000 for the purpose of paying increased Montachusett Vocational Technical School assessment.

Article 3. The motion was made and seconded to transfer the sum of $5,600 from additional FY99 Lottery Receipts to Town Hall Clerical, # 01-5-122-001 for the purpose of paying for additional clerical coverage.
VOTE: UNANIMOUS
Article 4. The motion was made and seconded to transfer the sum of $18,123 from additional FY99 Lottery Receipts and $1,877 from Free Cash to FY00 FICA, # 01-5-919-000 for the purpose of paying FICA.
VOTE: UNANIMOUS
Article 5. The motion was made and seconded to postpone article 5 indefinitely.
VOTE: UNANIMOUS
Article 6. The motion was made and seconded to transfer the sum of $25,000 from Free Cash to ADA Compliance - Lyman Building Account, #01-5-000-182 for the purpose of making renovations to the Lyman Building as required by the Americans with Disabilities Act.
VOTE: PASSED
Article 7. The motion was made and seconded to discontinue a portion of the town way known as Watatic Mountain Road from a point one thousand two hundred (1200) feet from its intersection with Bennett Road to its terminus.
VOTE: UNANIMOUS
A motion was made and seconded to adjourn the meeting at 10:45 a.m., and so voted.
